    In a disturbing case that has shocked the communities of Cardiff and Tylorstown, Gareth Martin Jordan, aged 55, was found to possess a significant collection of indecent images and videos depicting young children. The investigation was triggered after a concerned medical professional reported Jordan to the police, leading to a series of raids and the discovery of disturbing material on his computer.

    It was revealed during court proceedings that Jordan had stored dozens of photographs, many apparently taken outside a school in Cardiff. These images showed children walking to school, captured without their knowledge or consent, raising serious concerns about his intentions and the safety of local children. The police found a total of 844 static images spanning levels one to three of severity, along with 62 video files from levels one to four, indicating a disturbing pattern of viewing and possessing child exploitation material.

    The police investigation uncovered more than just images. In a drawer at Jordan’s residence on East Road, Tylorstown, authorities discovered children’s clothing and underwear that Jordan had purchased, allegedly to satisfy his disturbing fantasies. The presence of these items further underscored the severity of his actions and intentions.

    Jordan’s criminal activities came to light after a work colleague at Leckwith Retail Park in Cardiff noticed him repeatedly looking at an erotic photograph of a young Asian girl, approximately 12 years old, on October 18. The colleague observed him doing the same two days later and, concerned about his behavior, decided to report it to the police on October 22. A subsequent search of Jordan’s home revealed a collection of indecent images and movies, including a DVD of a beauty pageant at a nudist or naturist camp, which focused on naked female participants.

    Further investigations were prompted when Dr. Ruth Bagshaw approached authorities with concerns over Jordan’s behavior. Her professional duties under the Children Act required her to report her suspicions, overriding patient confidentiality. Jordan had admitted to watching girls walk past his home, driving to specific locations to masturbate, and even following one girl, actions that demonstrated a clear pattern of predatory behavior.

    In total, police found 844 images and 62 movies, with the images ranging from levels one to three in severity and the movies from levels one to four. Jordan faced multiple charges, including 14 counts of making indecent images of children and 12 counts of possessing such images. He pleaded guilty and was sentenced in June to a three-year community order, which included a requirement to complete a sex offender program. Additionally, he was ordered to sign the sex offender register for five years and was subjected to an indefinite Sexual Offences Prevention Order (Sopo), restricting his access to devices capable of internet connection and prohibiting him from purchasing female underwear.

    Despite these measures, further breaches occurred. On July 4, during a routine check, probation and police officers visited Jordan’s home. An officer noticed a device that could connect a mobile phone to the internet, but Jordan refused to hand it over, claiming he did not have it. When the device was eventually located, it did not contain any indecent images. However, police discovered a hidden memory stick in his bed, which contained three indecent images of children. Jordan admitted to three counts of possessing indecent images, one count of making such images, and breaching his Sopo conditions.

    Judge Richard Twomlow sentenced Jordan to a community order alongside his existing order, which was set to expire on June 7, 2016. He was also ordered to complete 100 hours of unpaid work and pay a victim surcharge of £60. The judge emphasized the seriousness of the breach, describing it as flagrant and deliberate, and warned that any further violations would result in imprisonment. The case highlights the ongoing threat posed by individuals like Jordan and underscores the importance of vigilance and swift action to protect children from exploitation and abuse.
