FRANCIS KEELEY FROM WATFORD SENTENCED TO 56 DAYS FOR SEX OFFENDER REGISTRATION FAILURE

A man from Watford has been incarcerated after failing to adhere to the strict conditions of his sex offenders' registration. Francis Keeley, who is listed as having no fixed address, appeared before Hatfield Magistrates' Court on Monday, February 3, where he was sentenced to serve 56 days in prison.

According to court documents, Keeley, aged 51, demonstrated a blatant disregard for court orders, which led the magistrates to conclude that only a custodial sentence would be appropriate in this case. The court's decision was influenced by his failure to comply with the legal obligations set out under the Sexual Offences Act 2003.

Specifically, on January 21, Keeley left his previous address and did not register a new address or declare himself as having no fixed abode within the required three-day period. This omission constituted a breach of his legal duty to register with the police, a requirement that is strictly enforced for individuals on the sex offenders' register.

His guilty plea was taken into account during sentencing, reflecting his acknowledgment of the breach. The police had previously issued a public appeal seeking assistance in locating Keeley, describing him as being on recall to prison, which indicates he was under supervision and had been recalled for violating the terms of his release.
