A woman named Chloe Simpson, known to have a disturbing history of engaging in the abuse of both children and animals, has once again appeared in court to face serious allegations. The 26-year-old resident of Cleveland has been charged with failing to meet mandatory sex offender notification requirements and for breaching a Sexual Harm Prevention Order (SHPO). Simpson previously made headlines when her criminal activities and related online materials came to light, and now she finds herself back before the courts.

Last Friday, Simpson pleaded guilty to the charges at Teesside Magistrates' Court, leading to her case being transferred to the more senior Teesside Crown Court for further proceedings. The charges center around her actions on July 5, 2022, in Saltburn, where she is accused of violating the statutory obligations imposed on sex offenders. Specifically, police records state that Simpson, who is classified as a relevant offender under section 80 of the Sexual Offences Act 2003, failed to register her details within three days after creating seven different aliases, as required by law.

Moreover, she is accused of using a device capable of internet access and failing to keep the activity history accessible, despite being prohibited from doing so by a Sexual Harm Prevention Order issued by Teesside Magistrates' Court on May 10, 2021. This breach involved her deliberately evading the restrictions intended to monitor her online activity, which is a serious concern given her prior history.

Currently, Simpson has been granted bail and is scheduled to appear at Teesside Crown Court again on June 23. This is not her first appearance at a higher court level. In June 2021, she received a 10-month prison sentence, suspended for two years, and was banned from owning or keeping animals for a decade—a clear reflection of the severity of her previous offenses.

The extended history of her criminal behavior was publicly documented by Teesside Live, including details of her possession of graphic and illegal images. Investigations into her electronic devices uncovered a disturbing collection of child and animal abuse material. Her iPhones and laptops contained visual recordings totaling nearly ten minutes depicting sexual acts involving two dogs, along with extreme pornography involving dogs and horses.

Additionally, Simpson possessed five indecent images of children under the age of ten, along with a prohibited image of a child, thus violating multiple laws concerning child exploitation. The court heard that these images included photographs and videos depicting sexual activities on a small white dog. Prosecutor Chris Baker confirmed that authorities recovered a total of 308 images related to that abuse, with 50 videos, ranging from four seconds to over half a minute long, amounting to nine minutes and four seconds of footage.

Further investigations examined the welfare of the animals involved. For instance, one of the dogs—a seven-year-old Shih Tzu—showed signs of unnecessary suffering due to Simpson's actions. Although the veterinarian confirmed that the dog could have suffered from infection or died as a result, it did not display any immediate symptoms at the time of examination, which was a small mercy in a case marked by cruelty.

Simpson's online activity also revealed disturbing interests in child abuse and bestiality. She engaged with like-minded individuals via Kik Messenger, where she expressed her views and shared material. Her previous guilty plea covered multiple serious charges, including causing unnecessary suffering to animals—specifically two dogs—possessing prohibited images of children, and possessing numerous extreme pornographic images involving both horses and dogs.

During her 2021 court appearance, mitigation advocates revealed that Simpson, then known to be transitioning genders, was reportedly trying to come to terms with her own sexuality. It was also noted that her mother had distanced herself from her after her criminal activities surfaced, further highlighting the complex and troubling background surrounding her case.

The ongoing legal proceedings underline the seriousness of her violations and the continued concern over her behaviors, highlighting the importance of law enforcement efforts in monitoring individuals with such malicious and criminal histories.
