An east London man has been jailed for historic sexual abuse of a schoolboy in south Essex.Andrew Tugwell, 60, of Leyton High Road, was sentenced at Basildon Crown Court on Thursday (April 2).
He pleaded guilty in January to indecently assaulting a child under the age of 14 in the 90s in Grays, Thurrock.
He also admitted inciting a boy under the age of 14 to commit an act of gross indecency during the same timespan.
Tugwell would have been in his late 20s and early 30s at the time of the offending.
After hearing a victim personal statement, read to the court by Tugwell’s victim, Recorder Oliver Campbell KC sentenced the paedophile to 26 months in prison.
He will be forced to sign the sex offenders’ register for 10 years and be subject to a Sexual Harm Prevention Order (SHPO) for the same period.
The SHPO bans him from having any contact with any child under 16 other than either “inadvertent contact that cannot reasonably be avoided in the course of daily life”, or supervised contact with a child whose parent or guardian knows about Tugwell’s convictions and which has been approved by local social services.
He must not allow anyone under 16 into his home unless accompanied by an adult with “full knowledge” of Tugwell’s offending and with approval of a police monitoring officer.
Essex Police said it did not take Tugwell’s mugshot.
