Prosecutor Rachel Beckett detailed that Jinman’s behavior was witnessed in broad daylight, raising serious concerns about public safety and his ongoing risk to the community.
Following his exposure incident, Jinman received a four-month suspended sentence along with a sexual harm prevention order.
This order explicitly prohibited him from downloading or taking photographs of anyone under the age of 18 and mandated that he not access the internet without the installation of monitoring software approved by the public protection unit.
Despite these restrictions, Jinman was found to have violated the order on the very day he was sentenced.
According to Ms.
Beckett, the breach was uncovered when Jinman’s risk management officer became aware that he possessed a new Samsung smartphone incompatible with police monitoring software.
When authorities requested that Jinman surrender his phone on October 3, he initially claimed he did not use the internet on the device.
However, police investigations quickly revealed that Jinman had conducted searches using sexual terms related to young boys, indicating a clear violation of the court’s orders.
In addition to the community order, Jinman was ordered to complete a 75-day rehabilitation activity requirement and was fined with an £85 victim surcharge.
His previous four-month suspended sentence and sexual harm prevention order remain in effect, underscoring the ongoing legal measures aimed at managing his risk to the community.
