    ALLAN MORGAN OUTRAGED MALVERN SCHOOLGIRL AND WAS ORDERED TO STAY AWAY

    In September 2016, Allan Morgan, a 67-year-old pensioner from Worcester Road, Malvern, was told to refrain from approaching a 15-year-old schoolgirl after he admitted to unkind harassment without violence. Morgan had behaved inappropriately towards the girl, whom he watched from his balcony as she walked to school, and even blew kisses at her during a theatre performance.

    Morgan acknowledged the harassment when he appeared before Worcester magistrates, admitting to conduct over the course of more than a year, from July 1 last year until August 7 this year. Prosecutor Adrian Jones described the case as unusual due to Morgan’s age and the girl’s status as a minor who resides with her parents.

    During proceedings, Mr. Jones explained an incident where Morgan approached the girl at her bus stop on Worcester Road. He stated, “The defendant approached her and started talking to her. She did not know who he was. She thought it was going to be a routine conversation. He was asking her about school. He said ‘I would like to get to know you better but your mum has a tight rein on you’.”

    The girl later told her mother that something unusual had happened, and her mother advised her not to speak to Morgan again. When her father confronted Morgan about his behaviour, Morgan responded that she was ‘only 15’ and ‘mature for her age’, mistakenly asserting, “If she was 16 she would have been legal.” The father warned Morgan not to speak to the girl anymore.

    The court heard that the girl noticed Morgan’s car parking near her school and believed he was ‘looking out for her’ by trying to observe her. She also observed him turn his head as she passed to ‘get a good look at her’, which left her feeling ‘intimidated’. The situation escalated when Morgan displayed a sign on his balcony reading ‘tickets?’—a reference to her theatre performance—visible to her as she walked past.

    At the theatre, Morgan sat near her family and behaved in a way that was described as ‘over the top’, including clapping, cheering, blowing kisses, and even extending his arms as if to hug her, causing her to back away.

    In police interviews, Morgan claimed that when he used the word ‘legal’ with her father, he was referring to her being ‘legally competent’. He described her as ‘a talented kid’ and expressed a desire to be her friend. He also said he didn’t intentionally seek her out but found it ‘nice to see her in the morning’ and observed that her walking style indicated she was a dancer.

    When asked whether he was infatuated with her, Morgan responded, “He possibly was.”

    Defence lawyer Blaise Shervington noted there were no threats of violence and that much of Morgan’s conduct occurred from a distance. The magistrates sentenced Morgan to a community order lasting 36 months, which includes 40 days of rehabilitation activity and 25 days on an accredited programme. A restraining order was also issued, preventing Morgan from making any contact with the girl. Additionally, he was ordered to pay £135 in costs and a £60 victim surcharge.
