On 18 July 2022, concerns were raised about the welfare of dogs owned by Tom and Stacey Simpson in Kemsing.Residents reported that the dogs, all Jack Russells, were kept permanently outdoors in a metal enclosure with a concrete floor and only a plastic igloo-style kennel for shelter.
Reports indicated that they were exposed to extreme weather, with no bedding or proper shelter, and spent almost all their time in the cage, only being let out for breeding purposes.
The couple had a history of investigation for animal cruelty and had dogs removed in the past but quickly replaced them.
Authorities, including the RSPCA, Kent Police, and Sevenoaks District Council, attended the property but found no immediate breach of animal welfare legislation.
The dogs were assessed as being in satisfactory conditions, despite protests from residents who described the situation as neglectful.
The Simpsons responded defensively, with reports of aggression and intimidation toward neighbors.
The couple's property, at 18 Childsbridge Lane, is owned by West Kent Housing Association, and the owners are settled English travellers aged 43 and 44.
Despite ongoing complaints and protests, authorities have so far been reluctant to take further action.
Ultimately, the four dogs remained in the outdoor enclosure, and the authorities’ hands appeared tied by legislation.
In late July 2022, the Simpsons signed over their four Jack Russell dogs to a rescue service following public pressure.
However, they acquired a new dog, a Staffy, kept in a shed without proper care, which has also drawn concern from residents.
