--------------------------- 2025-09-30 10:59: A man who admitted making indecent images of children has been made subject of a number of conditions relating to his use of computers and the internet to prevent him from re-offending.
Steven Barber, aged 47, and of Colwill Road, Plymouth, appeared at Plymouth Magistrates' Court on September 25 where he was sentenced after pleading guilty in July to three counts of making indecent images of children.
The court was told that on or before November 28, 2024 he made three still Category C indecent images of children.
In addition on the same date he made 13 still and five moving Category A - the most serious - indecent images of children and 10 still Category B indecent images of children.
Magistrates handed Barber a prison sentence of 28 weeks, suspending it for 18 months.
He was ordered to take part in a rehabilitation activity for up to 20 days.
In addition he was made subject of a notification of requirement to register with police for ten years, namely Crownhill police station.
Magistrates also made his subject of a Sexual Harm Prevention Order (SHPO) to last for five years.
The order means Barber is prohibited from using any computer or device capable of accessing the internet unless: he has notified the police VISOR team within three days of the acquisition of any such device; it has the capacity to retain and display the history of internet use, and he does not delete such history; he must make the device immediately available on request for inspection by a Police officer, or police staff employee, and he allows such person to install risk management monitoring software if they so choose; he must allow the removal of any device for examination for a reasonable period of time if deemed appropriate by a police officer or police staff employee; if the device is not password protected unless that password is disclosed to the Police MOSOVO unit.
Barber was told the prohibition will not apply to a computer at his place of work, Job Centre Plus, Public Library, educational establishment or other such place, provided that in relation to his place of work, within three days of him commencing use of such a computer, he notifies the police VISOR team of this use.
In addition the SHPO prevents him from interfering with or bypassing the normal running of any such computer monitoring software.
It also prevents him from using or activating any function of any software which prevents a computer or device from retaining and/or displaying the history of internet use, for example using 'incognito' mode or private browsing.
For the avoidance of doubt, this includes using any software or programme enabling the user to browse the internet anonymously, including but not restricted to Virtual Private Networks (VPN) and The Onion Router (TOR).
He is also not allowed to use any 'cloud' or similar remote storage media capable of storing digital images - other than that which is intrinsic to the operation of the device - unless, within three days of the creation of an account for such storage, he notifies the police of that activity, and provides access to such storage on request for inspection by a police officer or police staff employee.
The SHPO approved by magistrates also prevents Barber from possessing any device capable of storing digital images - moving or still - unless he provides access to such storage on request for inspection by a police officer or police staff employee.
In addition he is prohibited from installing any encryption or wiping software on any device other than that which is intrinsic to the operation of the device.
