    In a disturbing series of incidents, Stephen Theyer, a 44-year-old resident of Staverton near Gloucester, was convicted and sentenced for engaging in highly inappropriate and illegal behavior within a medical facility in Cheltenham. The events took place at the Healthy Living Centre, where Theyer was caught on two separate occasions exhibiting indecent behavior in the waiting area, shocking witnesses and prompting serious legal action.

    During the first incident on August 27 of the previous year, a woman accompanied by her 15-year-old daughter was present in the waiting room when Theyer was observed with his hand inside his trousers, engaging in self-pleasure. The woman noticed his actions and promptly reported the matter to the receptionist, raising concerns about public decency and safety. The court was informed that Theyer’s behavior was not an isolated event, as he was also involved in similar conduct on October 14, when an elderly woman entered the waiting room and chose to sit as far away from him as possible. She was reportedly disturbed by an unpleasant odor emanating from Theyer and observed him fidgeting with a bag on his lap, initially mistaking his movements for a possible medical seizure. It was only later that she realized he was masturbating.

    Prosecutor Janine Wood detailed these incidents during the proceedings at Gloucester Crown Court, emphasizing the distress caused to witnesses and the nature of the offenses. The court also heard that Theyer had a history of previous convictions related to indecent exposure, indicating a pattern of inappropriate and illegal sexual behavior.

    Judge Tabor addressed Theyer directly, highlighting the severity of his actions and his apparent inability to control his impulses. He remarked, “You have a completely uncontrollable male libido. Even anti-libido drugs apparently cannot help you to control yours. You committed these offenses in a doctor’s surgery while you were on bail. Your behavior is accurately described as outraging public decency. You should be at least able to control yourself in public but you can’t even do that.”

    As a result of these offenses, Theyer was sentenced to nine months in prison. This sentence will be added to the existing 12-month term he has been serving since November of the previous year, stemming from charges related to possession of child sexual abuse images. The court’s decision underscores the ongoing concern regarding his behavior and the potential risk he poses to the public.

    Looking further into Theyer’s criminal history, it was revealed that he has been involved in multiple sexual offenses dating back to 2003. His record includes incidents of public indecency, flashing, and possession of indecent images of children. Notably, he was banned from using public transportation in 2010 following a series of such offenses, which included exposing himself on buses and masturbating in public places.

    In December of the previous year, police executed a search at Theyer’s residence on Gloucester Road in Staverton. During the search, officers discovered that he had viewed and deleted numerous indecent images, including photographs of children in various states of nudity and naturist poses. Further investigation revealed that he had examined and removed 46 other images, indicating a pattern of viewing and deleting illicit material. The police also found a collection of legal adult pornography on his devices.

    Judge Jamie Tabor QC commented on Theyer’s mental health and behavioral issues, acknowledging his long-standing problems with libido and social isolation. The judge noted that Theyer had previously participated in the Thames Valley Sex Offenders’ Program, aimed at rehabilitation, but his underlying issues persisted. “You have a disability as far as your leg is concerned and undoubtedly you are a very lonely man,” the judge said. “But I cannot overlook that in 2005, 2007, 2010, and 2012, you were out and about exposing yourself and masturbating in public. You have a major problem with your libido and your sexual compass.”

    Defense counsel Sarah Jenkins explained that Theyer’s discovery of the images was often accidental, occurring as pop-ups while browsing adult websites. She emphasized that he had a history of legal pornography consumption and only a small number of indecent images. Jenkins stated that Theyer had pleaded guilty, accepting responsibility for his actions, and that there was no evidence of deliberate concealment or attempts to destroy evidence. She described him as a loner suffering from high anxiety levels, largely confined to his home and bedroom, which contributed to his social withdrawal and ongoing issues.

    Theyer was convicted on multiple counts, including four charges of making indecent images between November 7 and 11, 2013, and one charge of possessing indecent images between December 1 and 5 of the previous year. The court ordered that he continue to be subject to the Sex Offenders’ Register for an additional ten years and imposed a Sexual Offences Prevention Order (SOPO), restricting his activities and movements, including a further seven-year ban from public transport. These measures aim to mitigate the risk posed by Theyer and prevent further offenses in the future.
