POLICE OFFICER IN SOMERSET CHARGED WITH RAPE AND SEXUAL ASSAULT
A serving police officer, Stephen Phipps, aged 43, of Avon and Somerset Police, has been formally charged with multiple serious offences including rape, sexual assault, and coercive and controlling behaviour.The investigation into Phipps was initiated in February 2023 following a report from the alleged victim.
Police reported that Phipps was not on duty at the time the alleged offences occurred and was based in Bridgwater.
Following the allegations, Phipps was immediately arrested and suspended from his duties as a police officer.
He is scheduled to appear before Taunton Magistrates' Court on Thursday.
Senior Investigating Officer DCI Richard Marsh stated that since the allegations emerged, detectives, with oversight from the Operation Bluestone team, conducted a comprehensive investigation culminating in a case file being presented to the Crown Prosecution Service.
Given the seriousness of the charges, a referral was also made to the Independent Office for Police Conduct, which deemed the circumstances appropriate for local investigation by Avon and Somerset Police.
Additionally, the police’s Professional Standards Department is conducting a parallel investigation into any potential breaches of conduct.
Police confirmed that Phipps was not on duty at the time of the alleged offences.
Authorities also assured the public that every defendant is entitled to a fair trial and urged the public to refrain from publishing material or commentary that could prejudice the legal process.
The investigation was launched following reports from the alleged victim, leading to Phipps's arrest and suspension as part of a thorough inquiry into the accusations of sexual misconduct.
