In August 2019, a disturbing case emerged involving a paedophile from St Neots who attempted to exploit a young girl online under false pretenses. The individual, identified as Stephen Moore, aged 46, engaged in a series of manipulative and predatory communications with what he believed was a 14-year-old girl. However, the entire interaction was orchestrated by an Online Child Abuse Activist Group (OCAG), who set up a decoy account to catch offenders like Moore in the act.
Moore initiated contact on January 9, through messages sent to what he thought was a teenage girl. As the days progressed, his messages grew increasingly intimate and inappropriate. He expressed a desire to make love and claimed to have participated in underwear photoshoots, attempting to persuade the girl to send explicit images of herself. Moore even offered her £200 to participate in a photoshoot, claiming he was trying to help her develop her modelling portfolio. To reinforce his intentions, he sent pictures to show what he wanted her to wear.
His plans took a darker turn when he arranged to meet the girl on January 19 outside his residence. However, before the meeting could occur, members of the OCAG group confronted Moore outside his home and promptly called the police. Law enforcement officers responded swiftly, arresting Moore at the scene. A search of his residence and vehicle uncovered a contact Taser hidden inside his glovebox, raising further concerns about his intentions and preparedness.
During the investigation, authorities learned that Moore had been messaging another decoy account earlier that month, also posing as a 14-year-old girl. In these exchanges, he made inappropriate comments, including telling the decoy she looked “very sexy” and urging her to keep their communications secret, suggesting they should not tell anyone about their interactions.
Further messages revealed that six days after initial contact, Moore requested explicit images from the decoy. When she refused, he quickly changed his tone, congratulating her for saying no and claiming that his request was merely a test. These exchanges highlighted his persistent attempts to engage in sexual communication with a minor.
Moore, who resides on Wood Ridge Crescent in St Neots, faced justice at Cambridge Crown Court. On August 7, he pleaded guilty to two counts of attempting to engage in sexual communication with a child and possession of a prohibited weapon. The court sentenced him to 30 months in prison. Additionally, Moore was ordered to register as a sex offender for the next seven years and was subjected to a seven-year sexual harm prevention order (SHPO), aimed at restricting his future conduct and protecting the community from potential harm.
