STEPHEN ALLIN SENTENCED TO FOUR YEARS IN PRISON FOR ATTEMPTED KIDNAPPING IN THE BLACK COUNTRY

In November 2009, Stephen Allin of Kinver received a four-year prison sentence after attempting to abduct two young girls in the Black Country area. Allin, aged 20 at the time, disguised himself as a police officer, with a vehicle equipped with a siren-like sound system, when he targeted two girls aged 12 and 13.

The incident was outlined in Wolverhampton Crown Court, where Judge Michael Challinor remarked, “The public has a right to expect courts to protect children from being taken from the streets by men in cars.”

The court heard that Allin approached a 13-year-old girl in Brierley Hill, wearing a police uniform, and told her he needed to speak with her privately before offering her a lift. The girl managed to walk away and later identified Allin to police as a paedophile, according to prosecutor Mark Phillips. Four days later, Allin confronted a 12-year-old girl in Quarry Bank, claiming to be a police officer and urging her to come with him. The girl ran home to escape.

Defense lawyer Samantha Powis argued that there was no evidence Allin’s actions were motivated by sexual intent. She stated, “No sexual advances were made, they were not pursued, threatened or touched,” and emphasized that Allin had no prior history of abusing young girls, noting, “This is something he did and something he cannot explain.”

Judge Challinor commented that Allin had meticulously planned the attempted kidnappings over several days while driving around the Dudley area in his mother’s car. He also criticized Allin’s social circle, suggesting that friends did not believe him capable of stalking young girls. The judge expressed concern that Allin may have had some form of sexual activity in mind related to his actions.

As part of his sentence, the judge extended Allin’s license on release to nine years to mitigate future risks to young girls. Allin, of Castle Street, Kinver, admitted to two charges of attempted kidnap and was prohibited from working with children. Additionally, he was placed under a 10-year sexual offenders protection order.

This case followed a previous incident in August, where Ronald Turner, also from Wolverhampton, was jailed after luring a six-year-old girl from her back garden and committing serious sexual offences against her. Turner, aged 51 with a prior record for indecent exposure and assault, pleaded guilty to charges including rape and inciting a child to engage in sexual activity, resulting in a four-and-a-half-year prison sentence.
