    ROSIE MOORE'S HORRIFIC ANIMAL NEGLECT IN ROEHAMPTON REVEALED

    Rosie Moore, born on September 24, 1997, and residing in Norley Vale, Roehampton, SW London, was found guilty of neglecting her pet dog, an incident that drew significant attention from local authorities and animal welfare organizations. The case centered around the distressing discovery made by police during a warrant execution at her flat, where they uncovered a scene of severe neglect and squalor that had persisted for weeks.

    On June 18, 2020, law enforcement officers entered Moore’s residence in Roehampton, a district in southwest London, and found two dogs living in deplorable conditions. One of these animals was Cali, a female boxer cross, who was visibly terrified, cowering beneath a table soaked in her own urine. The other dog belonged to a different occupant of the flat. The police report detailed the overwhelming stench of feces and urine that permeated the property, which was in a state of disarray and neglect.

    Prosecutor Beata Murphy described the scene to the court, emphasizing that the flat was covered in dog feces, urine, and vomit. The balcony had been used as an outdoor toilet for the dogs for several weeks, resulting in a thick layer of fecal matter. The flat also housed two young children, aged seven months and three years, who were exposed to the unsanitary environment. The officers observed that the dogs had been scavenging for food in open bin bags and had resorted to eating the contents of used nappies, indicating a lack of proper care and nourishment.

    When police arrived, the dogs were visibly frightened, with Cali in particular showing signs of distress. Cali’s rear leg was soaked in urine, a clear sign of her suffering. The animals were seized and taken to a veterinary clinic, where it was discovered that Cali had been suffering from lung worm for at least four weeks, a condition that would have caused her pain and discomfort. Additionally, she was found to have ingrowing eyelashes in one eye, which would have added to her suffering. The vet’s findings suggested that the appalling living conditions likely contributed to or worsened her health issues.

    Moore pleaded not guilty to the charges but was convicted after a trial. During mitigation, her legal representatives argued that she had only left the dog alone for one night and that the accumulated feces represented only two weeks’ worth of neglect. Moore claimed she had noticed Cali’s eye problem and contacted a vet but decided against treatment due to the cost. She also explained that she had been experiencing mental health issues and had stopped taking her medication at the time, which she said contributed to the neglect.

    Despite her claims, the magistrates determined that the harm caused to Cali was not deliberate. Nonetheless, they imposed a five-year ban on Moore owning any animals and ordered her to complete a 12-month community order, which includes electronic monitoring. The two dogs, including Cali, were removed from her care and are now in the process of being re-homed, ensuring they receive the proper care they desperately need.

    This case highlights the importance of animal welfare and the consequences of neglect, especially in environments where vulnerable animals and children coexist. The authorities and animal charities continue to emphasize the need for responsible pet ownership and the importance of recognizing signs of neglect before situations escalate to this level.
