In a disturbing case that has sent shockwaves through the community of Scraptoft, Robert Cassie, a 78-year-old man with a troubling history of sexual offenses, was found guilty of a serious assault involving a young child. The incident occurred in July 2018 and has raised significant concerns about the safety of vulnerable individuals in the area.

According to court reports, the victim was a two-year-old girl, and the incident unfolded when her mother was holding her in a public space. Cassie approached the mother and her young daughter, who was on her hip, in a manner that was deemed inappropriate and alarming. The elderly man, known to have previous convictions for sexual offenses, proceeded to stroke the child's leg multiple times, specifically from her ankle up to her thigh, approximately four or five strokes. Following this, Cassie made a disturbing request, saying, “give us a kiss,” before forcibly kissing the young girl on the lips.

The mother, overwhelmed with horror and disgust, was visibly distressed by Cassie’s actions. The incident did not end there; Cassie then directed sexual comments towards the child's mother, further exacerbating the situation and causing alarm among witnesses and those present.

Police were promptly called to the scene, and Cassie was taken into custody. During police interviews, he chose not to comment on the allegations. Initially, Cassie denied the charge of sexual assault, but after further legal proceedings, the charge was reduced to common assault, to which he pleaded guilty. Additionally, Cassie admitted to failing to report to his designated police station in August of the previous year, a requirement imposed due to his prior convictions, which he was legally obliged to fulfill annually.

Court records revealed that Cassie, residing at Croyland Green in Scraptoft, had a history of sexual offenses. His previous convictions include a 2014 conviction for sexually assaulting a woman at a bus stop, a 2014 jail sentence of 12 weeks for kissing and stroking a woman in a pub, and a 2015 community order for sexually assaulting a woman after sitting next to her on a bus. The latest incident in July 2018 was a clear breach of his existing community order, which was meant to restrict his behavior.

During the sentencing hearing at Leicester Crown Court, Judge Timothy Hurst addressed Cassie directly. The judge expressed deep concern over Cassie’s age and his repeated offending, stating, “You’re 78 years of age and your behaviour is causing concern to a lot of people. It’s not a joke. I know you think these things are humorous. That kind of behaviour is shocking and frightening to her parents and it’s more than understandable that when the police found out about your record they were concerned about what your interests in that child were.”

While Cassie was not convicted of sexual assault on the child, the judge emphasized the gravity of his actions, which involved multiple victims over a span of two years. The court sentenced him to a two-year community order, which includes 30 days of rehabilitation activities. He was also ordered to pay costs amounting to £520 and to sign the sex offenders register for the next five years. The judge issued a stern warning, stating, “The court is concerned about you. The court has sentenced you to prison before and your age won’t stop you being sent back.”

This case underscores the ongoing concerns about repeat offenders and the importance of vigilant community safety measures, especially when dealing with individuals like Robert Cassie, whose past convictions and recent behavior continue to pose a significant threat to public safety in Scraptoft and beyond.
