NI FLASHER CHARGED OVER SEX OFFENDERS REGISTER BREACH
While District Judge Amanda Brady deemed the Public Prosecution Service summons “not served” on Richard John Donald, papers lodged with Newtownards Magistrates Court accuse the 35-year-old of failing to comply with the requirements of the sex offenders register.The charge states that on October 3 last year Donald, from Copeland Avenue in Millisle, failed to “make an annual re-notification of information set out in section 83(5) of the said Act, including your name, home address and date of birth”.
With Donald not attending court, the case was adjourned generally so that papers can be served on the creep.
In November 2022 Donald was put on probation for 11 months after he abandoned an appeal against multiple convictions for exposure.
The court had previously heard testimony from two victims that smiling pervert Donald had exposed himself to them.
In one case, the 35-year-old had gone to a neighbour’s house to borrow a hose but instead he flashed the disgusted woman.
On another occasion, her friend described how Donald was in his back garden when he exposed himself and “laughed and smiled” at her before asking: “What’s happening?” The pervert was convicted on four counts of intentionally exposing his genitals covering a period from May 1, 2021 and February 8, 2022.
