MAN SENTENCED FOR SEXUAL OFFENCES
A 36-year-old man, Reginald Chan, has been sentenced to prison after incidents involving public indecency and the sexual abuse of a girl known to him.The case was initiated following reports from parents concerned about a man exposing himself through a window at a property near a primary school.
An extensive investigation ensued, including searches of Chan’s electronic devices at his Billingshurst residence.
The investigation revealed that Chan had also committed sexual assault against a young girl, whose identity remains protected by law.
The girl has been supported by specially trained officers.
On 22 July, Chan appeared at Lewes Crown Court for sentencing, having pleaded guilty to multiple charges: three counts of sexual assault of a child under 13, possession of indecent images of children, prohibited images, extreme pornography, voyeurism, and numerous breaches of a sexual risk order.
He was convicted in September 2025 of three counts of public exposure.
A resident of Carpenters, Billingshurst, he received a sentence of five and a half years in prison, with an extra two-year license extension under an extended sentence scheme.
The court also issued an indefinite Sexual Harm Prevention Order and listed him as a registered sex offender.
Witnesses reported that police responded to sightings of a man appearing without clothing at a window overlooking a primary school in early November 2022.
Authorities arrested Chan and conducted a search of his home, discovering poor living conditions and over 50 electronic devices that contained various illegal images and recordings, including evidence of past offenses involving the young girl.
Further devices were recovered during his re-arrest, breaching a Sexual Risk Order that prohibited him from possessing electronic items.
