BEDFORDSHIRE FATHER WHO STRANGLED SON SENTENCED TO INDEFINITE MENTAL HEALTH DETENTION
A report into the killing of a six-year-old Bedfordshire boy named Jason Hill by his father, Peter, has highlighted significant issues in inter-agency communication and response.According to the independent investigation led by Ron Lock, there was a notable 'confusion' between various agencies involved in the child's welfare.
Jason Hill was strangled with a shoelace by his father, Peter, aged 40, in August of the previous year, just two weeks after Bedfordshire social workers had concluded that the boy was not at risk.
Peter Hill, who is described as a paranoid schizophrenic, admitted to the manslaughter of his son on the grounds of diminished responsibility last month.
The report states that Mr.
Justice Wright ordered that Peter Hill be detained indefinitely under the Mental Health Act.
Ron Lock’s investigation found that prior concerns about familial violence, including Hill's history of violence towards his mother, were not sufficiently absorbed or responded to by the agencies.
A critical factor was a lost fax from Bedfordshire police that contained concerns about the family's risk level; it was not read by social workers until after Jason Hill’s death.
The report also criticizes the standard of training and the clarity of communication among professionals involved.
It recommends improvements including updated domestic violence practice guidance and better communication of assessment outcomes.
The area child protection committee has agreed to implement these recommendations, aiming to prevent such tragedies in the future.
