PAUL HIGGINS JAILED FOR EXPOSING HIMSELF TO 4-YEAR-OLD GIRL
The offender, Paul Higgins, aged 47, was sentenced to six months in jail after admitting to exposing himself to a four-year-old girl in Killyleagh.
The court heard that the girl was playing outside her home when she saw Higgins standing nearby with his private parts exposed.
Her father saw the incident and chased Higgins, who fled the scene but was later identified through CCTV footage, police records, and video identification.
The judge noted that Higgins has a history littered with sex offences and assessed him as posing a high risk of reoffending.
As part of sentencing, Higgins was made the subject of a five-year Sexual Offences Prevention Order, which restricts his living arrangements, prohibits loitering near child-centred areas, and requires him to disclose his convictions to any new partner.
The court emphasized the psychological damage done to the child, leaving her anxious and wary of strangers, and acknowledged Higgins as a category two sex offender, deemed highly likely to commit further contact sex offences in the future.
