HARROGATE MAN JAILED FOR SEXUAL ASSAULT IN PUBLIC
Paul Harper, a businessman and father of three from Harrogate, was found guilty of sexual assault after he inappropriately touched a woman’s bottom on a street in the town.
The court described his behavior as both disrespectful and predatory, noting that the assault took place while the woman was walking hand in hand with her partner.
She expressed feeling unsafe following the incident, which she viewed within the wider context of threats women face in public settings.
The prosecution argued that Harper’s conduct showed a lack of regard for the woman’s personhood, treating her as an object rather than a person.
At 41 years old and residing on Hollins Lane in Hampsthwaite, Harper denied the charges, but a jury in York convicted him late last year.
Judge Simon Hickey handed down a two-year community order, which included completing a 40-day sex offenders’ programme, engaging in 55 days of rehabilitative activities, and performing 80 hours of unpaid work.
Additionally, Harper was ordered to register as a sex offender for five years, placed on a list disqualifying him from working with children or vulnerable adults, and was subject to a 10-year restraining order prohibiting contact or social media mentions of the woman.
The judge remarked on Harper’s limited prior record—just an old caution—and expressed concern over his employment and family situation during sentencing.
He was also required to pay £3,135 in prosecution costs, as he chose a more expensive trial route.
The court stressed that Harper’s case had little legal defense, considering his actions as part of a broader pattern of showing disrespect to women in public spaces.
