    In August 2019, Paul Hadfield, a 50-year-old man with a troubling criminal history, faced legal consequences for failing to comply with the conditions of his sex offender registration. Hadfield, who had previously been convicted of engaging in sexual activity with a girl under the age of 16, was required by law to keep police informed of his current address and any changes. Despite this, he neglected to disclose his whereabouts while working as a painter and decorator at a pub, which led to his arrest and subsequent court proceedings.

    According to court records, Hadfield claimed to split his time between two addresses: one on Station Road in South Shore, Blackpool, and another on Braemar Walk in Bispham. However, he was found to have failed to notify authorities of an address he had occupied for more than seven days in Middlesbrough between May 6 and May 17. This omission constituted a breach of the legal requirements imposed on him as a registered sex offender. Prosecutor Pam Smith emphasized that Hadfield had a prior conviction for breaching similar conditions, specifically for not informing police of his address, which underscored the seriousness of his latest violation.

    In light of his breach, Hadfield pleaded guilty and was sentenced to a four-week curfew, which required him to remain at home from 8 pm to 6 am. Additionally, he was ordered to pay £85 in court costs and an £85 victims’ surcharge. The court’s decision reflected the ongoing concern about his compliance with the restrictions placed upon him due to his past offenses.

    Earlier, in September 2018, Hadfield was involved in another incident related to his status as a convicted sex offender. He was found to have breached a Sexual Offences Prevention Order (SOPO) by failing to disclose that he had been living at a woman’s residence in Blackpool. Hadfield, then aged 49 and residing on Station Road, South Shore, had a history of sexual offenses, including a conviction for sexual activity with a child. The breach involved him staying at the woman’s address for more than seven days within a 12-month period, specifically between June 1 and June 28, which was contrary to the restrictions of his SOPO.

    For this violation, Hadfield received a 12-month community order, which included up to 10 days of supervised rehabilitation through the probation service. He was also fined £30, along with an £85 victims’ surcharge. The incident was brought to light after police responded to a domestic disturbance at the woman’s home in Blackpool. During their investigation, officers discovered Hadfield’s presence and learned that he had not disclosed his residence at that address to authorities, as required by his SOPO.

    Further inquiries revealed that Hadfield’s criminal record was extensive and troubling. His 2014 conviction stemmed from an incident where he was found on top of a girl during a sleepover, an act that led to his placement on the sex offenders’ register for ten years. Over the years, he had repeatedly violated the conditions of his registration and SOPO, including being found with two young girls at his flat in the same year he breached the order by staying at a different address for more than seven days. His relationship with a mother of three and his association with a 13-year-old girl’s friend during a sleepover further highlighted his ongoing pattern of risky and illegal behavior.

    These incidents underscore the persistent challenges authorities face in monitoring and managing individuals like Hadfield, whose past offenses and repeated breaches pose ongoing risks to the community in South Shore, Blackpool, and Bispham.
