NEIL DUMPER STALKER AND VOYEUR FROM LORDSHILL ESCAPES JAIL DESPITE TEN-YEAR OBSESSION IN HAMPSHIRE

In a case that has shocked the local community of Lordshill, Neil Dumper, a man with a disturbing history of voyeurism and stalking, has been spared a prison sentence despite his prolonged and invasive behavior towards a young girl over a span of ten years. The court proceedings revealed a deeply troubling pattern of misconduct that began when the victim was just eight years old, escalating over time to include the filming of her in private moments, such as when she was in the shower.

Neil Dumper, aged 54 and formerly employed as an assistant groundsman at a private school in Hampshire, was found guilty of multiple charges related to his invasive actions. The court heard that his inappropriate conduct started in 2001, but it was not until a few years later that his activities became more invasive, involving filming the girl from the bedroom window of his residence in Lordshill. The footage included recordings of her in vulnerable situations, which caused immense distress to the victim and her family.

According to the prosecution, Rob Welling, the girl’s parents grew increasingly suspicious of Dumper’s behavior. Their concerns led them to take extraordinary measures, such as planting a tree in their backyard to block his view, in an effort to protect their daughter. Despite their efforts, Dumper’s actions persisted, and the family’s unease grew. The girl, who cannot be named for legal reasons, eventually moved out of her family home and into the care of friends to escape the constant fear and discomfort caused by Dumper’s stalking.

It was only after Dumper was caught making inappropriate gestures towards children in public that police intervened. A raid on his former residence in Greywell Avenue uncovered a disturbing collection of videos—14 in total—featuring children, including two recordings of boys under the age of 13 engaged in sexual acts. These revelations added a grave dimension to his crimes, which included 12 counts of voyeurism and two counts of possessing indecent images.

Despite the severity of his offenses, Dumper was not sentenced to prison. Instead, Judge Peter Henry handed down a three-year community order, requiring him to remain under supervision and participate in a community sex offender program. The judge also imposed a ban on Dumper entering certain parts of Lordshill, including Coxford Road, Aldermoor Road, and Springford Road, to prevent further contact with the community he had harmed.

Additional penalties included 150 hours of unpaid work, a court costs payment of £425, and a prohibition from owning any camera devices. Dumper, who now resides in Derby, was also placed on the sex offenders register and is forbidden from having unsupervised contact with anyone under 16. His defense argued that his mental health issues, including depression and suicidal tendencies, should influence the sentence, but no psychiatric conditions were formally diagnosed.

The victim, now a teenager, expressed her disappointment with the outcome, stating, “I think he should have been punished in a different way. The defence spoke of his mental health and said that he was suicidal – but it could have had the same effect on me.” Her mother echoed these sentiments, revealing the ongoing emotional toll: “We have had to see her suffer. We have to watch what he was doing to her. She wouldn’t go outside in the back garden because of him.” The case has left the community of Lordshill grappling with the disturbing reality of Dumper’s long-standing predatory behavior and the perceived leniency of the sentence handed down.
