In a disturbing incident that took place in Chester, a man from Ellesmere Port was caught engaging in indecent behavior while walking through the city streets. Mark Andrew Chalenor, aged 55 and residing on Whitby Road in Ellesmere Port, was observed by CCTV cameras on Northgate Street on the morning of Thursday, November 8. The footage showed him with his penis in his hand as he followed an unaware woman, an act that was deemed highly inappropriate and illegal.

According to reports, the CCTV operators were monitoring the city’s streets that morning when they noticed Chalenor walking close to an unidentified female. Upon zooming in on the footage, they observed him exposing his genitals and beginning to masturbate behind the woman. After the act, he quickly concealed himself by putting his penis back inside his trousers. The CCTV team promptly alerted the police about the incident.

Police officers responded swiftly and located Chalenor around 7 a.m., just before he reached The King’s School, where he had been employed as a kitchen porter for approximately two years. The school is a well-known independent institution in Chester, and his employment there was abruptly terminated following the incident.

During his arrest, Chalenor admitted to the police that he was aware of his actions and questioned whether he would face imprisonment. In his police interview, he explained that he had taken a bus into Chester and was on his usual walk to work when he decided to expose himself. He expressed regret and embarrassment over his behavior, stating that it was a “moment of madness” and that he could not explain why he did it.

Chalenor insisted that he was not following the woman and that they had merely been walking in the same direction. He also denied engaging in masturbation and claimed that his actions were not motivated by sexual intent. Prosecutor Rob Youds highlighted that the CCTV footage clearly showed the indecent exposure and masturbation, which led to his arrest and subsequent court proceedings.

At Chester Magistrates Court on Monday, December 17, Chalenor pleaded guilty to causing a public nuisance through indecent exposure. The court sentenced him to 18 weeks in prison, but this sentence was suspended for two years, meaning he would not serve time unless he committed another offense within that period. As part of his sentence, he is required to complete a 29-day sex offenders programme and undertake 20 days of rehabilitation activities. Additionally, he was ordered to pay £85 in court costs and a £115 victim surcharge.

Chalenor, who has three children from a previous relationship, has faced significant consequences following his actions. He has lost his job at The King’s School, and the incident has been a shock to his personal life. The case underscores the importance of public decency and the serious legal repercussions for indecent exposure in public spaces.
