HUSBAND CONVICTED OF KILLING WIFE AFTER POLICE WARNINGS
Lee Birch, who is 57 years old, was found guilty of the killing of his wife, Anne-Marie Birch, aged 45, in the year 2013.Reports indicate that in the months leading up to her death, Anne-Marie had made nine separate calls to Kent Police to report her husband's aggressive and threatening conduct.
Despite these warnings, law enforcement responses were insufficient, and an investigation by the Independent Police Complaints Commission (IPCC) uncovered several failures, including not properly recording a key call made just hours before the murder.
The report notes that shortly after she secured a non-molestation order (NMO) against her husband, Lee Birch, he delivered a threatening note to her home, written on his copy of the court order.
However, officers did not take action at that time because the incident was not yet registered in their system.
Ultimately, Birch attacked Anne-Marie while she was walking her dogs at Ramsgate Harbour, strangling her to death.
The police had prior knowledge of harassment and threats made by Birch, and the IPCC highlighted that some officers lacked sufficient training in managing NMOs.
As a result of the investigation, eight police officers and three call center staff members will receive targeted training to prevent similar mistakes in the future.
The police expressed their condolences to Mrs.
Birch’s family and admitted that their service could have been more effective but pointed out that Birch’s actions clearly demonstrated a deliberate intent to seriously harm his wife.
