In a disturbing case that has shocked the community of Garston, police uncovered a paedophile, Kenneth Cousineau, residing in a caravan at a family holiday park. The 62-year-old man, who has a history of sexual offenses involving children, was found to be living at Pendyffryn Farm Caravan site in Penmaenmawr, within Snowdonia National Park, after authorities traced his whereabouts.Kenneth Cousineau has been registered as a sex offender since 2014, following his initial arrest for possessing vile images of children. His previous conviction involved the discovery of indecent photographs, which led to a nine-month prison sentence, suspended for two years. Despite this, Cousineau continued to pose a significant risk, as evidenced by recent events.
On March 11 of this year, police executed a raid on his residence located in Almond Court, Garston. During the operation, officers uncovered a disturbing collection of illicit material stored on his Lenovo laptop. The device contained a total of 602 indecent images, including 36 classified as Category A, which is considered the most severe level of child exploitation material. The images depicted young girls, some as young as six years old, being subjected to sexual abuse.
Further forensic analysis of the laptop revealed a horrifying array of content, including three Category B images and 577 Category C files, comprising both photographs and videos. The severity of the material prompted immediate seizure of the device for detailed examination. Prosecutor Derek Jones informed Liverpool Crown Court that the computer was initially sent for forensic analysis, and Cousineau was granted bail pending further investigation.
As a registered sex offender, Cousineau was legally required to inform authorities if he intended to stay somewhere for more than seven nights within a 12-month period. He had previously disclosed to police in 2016 that he owned a caravan at Pendyffryn Farm Caravan site. However, he failed to update this information for the subsequent three years. When police visited his address in August, they found him absent, and a neighbor suggested he might have gone to his caravan in North Wales.
Police then contacted Cousineau at the Penmaenmawr site, and he voluntarily attended a police station a few days later. During questioning, he admitted to downloading the images for his sexual gratification and confirmed that he actively searched for images of pre-teen children, including those aged seven and eight. He pleaded guilty to three counts of downloading indecent images and one count of possessing such material.
Cousineau's previous conviction in 2014 involved similar offenses, which resulted in a nine-month prison sentence, suspended for two years. He also admitted to breaching his notification requirements, which mandated him to inform police of his whereabouts.
Judge Robert Warnock addressed the court, emphasizing the ongoing danger posed by Cousineau. He stated, "The simple fact is you remain clearly a man who is dangerous, a man with paedophile tendencies." The judge highlighted the importance of protecting the public and noted that Cousineau's repeated offenses warranted a custodial sentence. Consequently, he was sentenced to 12 months in prison.
Judge Warnock further instructed Cousineau to continue registering as a sex offender and to adhere to a Sexual Harm Prevention Order for the next ten years, underscoring the seriousness of his crimes and the need for ongoing supervision to prevent further harm.
