POLICE TRAINEE BANNED FOR MAKING RAPE JOKE AND SEXUALLY INAPPROPRIATE REMARKS
A trainee police officer who joked about raping a colleague has been told he would have been dismissed had he not already resigned.Former PC Kennedy Lungu was in training with Thames Valley Police in Sulhamstead, Berkshire, when he made a remark saying "no does not really mean no" during a discussion about sex.
The police misconduct panel found that other vulgar comments he made were too graphic to publish.
The panel banned him from policing for life, stating there were no significant mitigating factors, apart from his early career stage.
The misconduct involved Lungu telling a female officer to hurry up as she retrieved her bag, and when asked what he would do if she did not, he joked he would rape her.
He also made a comment suggesting a woman deserved domestic abuse after watching a related video.
Colleagues reported that Lungu frequently spoke about sex during class and lunch.
His actions were deemed intentional, deliberate, targeted, and amounted to abuse of women and girls.
Lungu did not attend the hearing at Thames Valley Police headquarters in Kidlington, Oxfordshire.
