MEATH COUPLE JAILED FOR CRUELTY TO DOGS AND BANNED FROM KEEPING ANIMALS
Kevin Horace and Kayla Rafferty, residing at 20 Oaklawns, Clogherboy, Navan, Co.Meath, were convicted of cruelty to animals under sections 11, 12, and 13 of the Animal Health and Welfare Act 2013.
The charges stemmed from their neglect of two dogs, one of which had already died, due to severe malnourishment and poor living conditions.
ISPCA Inspector James McCormack visited their property on February 26, 2024, in response to a report.
He observed two dogs in the backyard; both were in a state of extreme emaciation, without access to food, water, or proper shelter.
The deceased dog, a long-haired Terrier named Bruno, was found lying dead by the back door, with black discharge emanating from its rear.
The other dog, a Collie cross called Sheba, was rescued and later diagnosed as severely underweight with bones prominently visible and an empty stomach containing only sharp plastic pieces and dark digestive fluids.
The inspectors presented photographic evidence of neglect, demonstrating prolonged suffering caused by the defendants’ total disregard for the animals' health and welfare.
In court, the defendants admitted joint ownership of Bruno and claimed ownership of Sheba.
The court sentenced both to two months' imprisonment for one offence, with other charges considered, and refused to suspend the sentence.
Inspector McCormack commented on the case, expressing shock at finding Bruno dead and praising Sheba’s recovery and placement in a caring home.
The ISPCA urged the public to continue reporting animal neglect.
During sentencing, the judge emphasized that the neglect was inexcusable, and the defendant Rafferty’s legal representatives requested a suspension of the sentence, which was denied.
