JOHN PILKINGTON BENTHAM CRAVEN COUNCILLOR SENTENCED FOR CHILD PORNOGRAPHY IN BENTHAM

In July 2018, John Pilkington, a man from Bentham, faced serious legal consequences after admitting to possessing nearly 400 indecent images and videos depicting children. This case marked a disturbing continuation of his criminal behavior, which had previously led to a significant prison sentence.

Back in February 2004, Pilkington, then 61 years old and a resident of Springfield, Bentham, was sentenced to 21 months in prison after a court found that he had amassed an extensive collection of child pornography over a period of seven years. The judge at that time described his collection as one of the most disturbing he had ever encountered, emphasizing the severity of the offense. Pilkington pleaded guilty to ten counts of producing indecent images of children and two counts of possession of such images. His actions led to his name being added to the Sex Offenders Register for a decade.

During the 2002 police investigation, authorities seized his computer equipment and a large number of discs from his home. The police investigation, part of a broader operation known as Operation Ore, was triggered by a U.S. probe into a Texas-based company called Landslide, which was distributing graphic images and videos of children aged between four and twelve engaged in sexual activities. The police discovered over 32,000 images of child abuse on Pilkington’s devices, including a tenth of these being moving images of children being abused. The evidence revealed that Pilkington had accessed and stored these disturbing materials, raising serious concerns about his involvement.

Following his arrest, Pilkington claimed to police that he had accessed the website out of concern for the material being publicly available and intended to report it to authorities. However, he also admitted that he monitored the site but did not report his findings, citing uncertainty about how law enforcement would react. Throughout the investigation, Pilkington maintained that he did not distribute the material nor derive sexual pleasure from viewing it, though his actions clearly indicated a serious breach of the law.

It was also revealed that Pilkington had served on the Craven District Council for nearly two decades before resigning in September 2017 amid the police investigation. His roles included serving on the standards committee, which oversees the conduct of councillors and officers, as well as being a member of Bentham Town Council. Despite his public service, his criminal activities cast a shadow over his reputation.

In the subsequent sentencing hearing in 2018, the court acknowledged the gravity of his offenses. The judge, Recorder Jeremy Hill-Baker, emphasized that programs aimed at rehabilitating sex offenders could be effective in certain cases. Pilkington was sentenced to a two-year community order, which mandated participation in a 90-day sex offender treatment program. Additionally, he was ordered to register as a sex offender with the police for the next five years and to comply with a sexual harm prevention order. The judge warned Pilkington that any breach of these conditions could result in a life sentence, underscoring the seriousness with which the court viewed his crimes.

Throughout the proceedings, the court and the legal representatives highlighted the importance of understanding that possessing and viewing such images is not a victimless crime. The case served as a stark reminder of the ongoing threat posed by individuals like Pilkington, even those who have previously served time for similar offenses, and the importance of vigilant law enforcement and judicial measures to protect vulnerable children from exploitation and abuse.
