JOHN MURPHY FROM ISLE OF DOGS BANNED AFTER MULTIPLE EXPOSE INCIDENTS ON LONDON DLR

In August 2023, a disturbing series of incidents involving a 55-year-old man named John Murphy from the Isle of Dogs has drawn significant attention from local authorities and the public alike. Murphy was found guilty of repeatedly exposing his genitals to women on the Docklands Light Railway (DLR), leading to a court-mandated ban on wearing short shorts in public transport settings.

Until these incidents, Murphy was described as having led a generally law-abiding life. However, his pattern of behavior changed when he began to expose himself while staring at women on trains across east and south east London. The victims, understandably distressed, expressed their frustration and fear, with one victim stating in a victim impact statement, “I just want to be able to go through my personal and work life without fear of being sexually harassed.”

Murphy appeared before Highbury Corner Magistrates’ Court on Thursday, August 10, to face sentencing after pleading guilty to three counts of indecent exposure. The court proceedings revealed a troubling pattern of behavior that spanned several months and multiple locations.

The first incident occurred on the afternoon of January 28 this year. The victim was traveling on the DLR between Greenwich and Heron Quays when she noticed Murphy sitting directly opposite her. According to prosecutor Mr. Hussain, Murphy chose to sit facing her and soon made his disturbing intentions clear. The woman observed that Murphy had his penis and testicles exposed through one of the legs of his short shorts, and he was staring at her with his legs widely spread. The court heard that Murphy’s actions left the woman feeling shocked and horrified, describing the experience as highly anxiety-inducing. In her police statement, she explained, “During and immediately after the incident I was absolutely shocked and horrified of what was happening. It was a very anxiety-inducing incident for me to experience. I felt that I was trapped because we were on a moving service.”

Murphy continued to stare at her with his genitals exposed until she disembarked from the train. She added, “I tried so hard not to make it obvious that I could see what he was doing because I didn’t want to give him the satisfaction or gratification that he was seeking.”

His second known incident took place on April 15 around 7 pm. The victim was on the DLR between Canning Town and Greenwich when Murphy again sat opposite her, despite the carriage being nearly empty. Prosecutor Mr. Hussain stated that Murphy was wearing short shorts with no underwear and once again exposed his genitals, maintaining eye contact with the woman until she left the train.

The third incident occurred on April 29 at approximately 3 pm. A woman boarded the DLR and sat opposite Murphy, who was wearing short black shorts. She described resting her head against the glass and closing her eyes for a moment. When she opened her eyes to check the approaching stop, she saw Murphy staring at her. Court evidence indicated that Murphy had his phone angled as if he was taking photos of her, with his erect penis visible through the short leg of his shorts.

One of the victims expressed ongoing distress, saying, “It still angers me to this day that this still happens to women when they’re going through their normal day to day business. It has to stop. I just want to be able to go through my personal and work life without fear of being sexually harassed.”

Following a thorough review of the evidence and deliberations, the magistrates’ bench, led by chairperson Amanda Gibbon, sentenced Murphy to a one-year community order. This included 60 hours of unpaid work. Additionally, Murphy was issued a sexual harm prevention order that will be in effect for five years. The order stipulates that he must wear trousers or shorts of at least knee length when traveling on public transport, aiming to prevent further incidents.

Murphy was also ordered to pay £85 in prosecution costs and a £114 surcharge to support victim services. The court’s decision underscores the seriousness of his actions and the ongoing need to protect individuals from sexual harassment and indecent exposure in public spaces.
