In a disturbing incident that took place on Paignton Pier, a man from Chinnor, Ian Honey, 59, was caught using a covert camera hidden inside his shoe to film up the skirts of young children. The court heard that Honey had concealed a tiny recording device within the tongue of his shoe, which he used to capture inappropriate footage of children in a public setting.
Honey was carrying a rucksack containing additional recording equipment, which he used to save the footage he had taken. The incident came to light when a vigilant father noticed Honey behaving suspiciously near his eight-year-old daughter. The man observed Honey positioning his leg at an unusual angle, seemingly attempting to film up the girl’s skirt near a penny shuffle machine. Concerned by this suspicious behavior, the father decided to intervene.
He pursued Honey, who attempted to evade him, and managed to wrestle him to the ground before police arrived to make the arrest. Witnesses described Honey as elevating his leg and trying to lift the girl’s skirt, actions that clearly indicated malicious intent. CCTV footage later examined by authorities showed Honey walking behind the young girl, turning his foot at odd angles while leaning on arcade machines. Each time, he maintained this peculiar stance for approximately five to eight seconds.
Upon inspection of Honey’s right trainer, police discovered a hole in the tongue of the shoe, which concealed a small camera. The rest of the recording equipment was found in his rucksack. Honey was taken into custody and later admitted to three charges of making indecent photographs, related to the filming, as well as a charge of outraging public decency.
During the court hearing at Exeter Crown Court, Recorder David Bartlett addressed Honey’s actions, stating, “You went to the trouble of filming up the skirts of young girls and doing so with the assistance of some sort of recording device concealed in your right trainer. This was just for sexual prurience.” Despite the severity of the charges, the judge acknowledged Honey’s previous good character and noted that he was under significant stress at the time of the offence, which occurred in August of the previous year.
In light of this, Honey was sentenced to a 12-month jail term, suspended for two years. Additionally, he was ordered to complete 150 hours of unpaid work and placed under 18 months of supervision. A Sexual Harm Prevention Order was also imposed for seven years, explicitly banning him from owning any recording devices. Honey, who resides on Greenwood Avenue in Chinnor, was further required to comply with strict conditions aimed at preventing any future offences.
