DOMINIC MCNEIL FROM WOOLTON CAUGHT WITH CHILD SEX ABUSE IMAGES AND FILMING IN LIVERPOOL

In a case that has once again highlighted the ongoing issues surrounding child exploitation and privacy violations, Dominic McNeil, a man from Woolton, was found to have committed serious offenses involving the possession and distribution of child abuse images, as well as secretly filming women in vulnerable situations in Liverpool.

Back in May 2017, McNeil, who was then a special constable, was caught downloading explicit images depicting children.

Despite the gravity of his actions, he was initially spared immediate imprisonment but was subjected to a court-ordered Sexual Harm Prevention Order and a suspended prison sentence.

The order explicitly prohibited him from deleting or tampering with his internet browsing history, a measure intended to prevent further concealment of illicit material.

However, in January of the following year, authorities uncovered that McNeil had violated this court order.

The breach was detected during a routine check when police examined his phone in the early hours of New Year’s Day.

It was revealed that at approximately 2:30 am, McNeil had deliberately erased his browsing history on his iPhone, an act that raised suspicion and prompted further investigation.

Following this discovery, officers from Merseyside Police visited McNeil’s residence on January 11.

During the subsequent interview, McNeil attempted to justify his actions by claiming that his phone had become wet after he accidentally dropped it into a puddle.

He stated that he had placed the device in an airing cupboard to dry, but when this method failed, he performed a full reset of the phone, which resulted in the loss of his browsing history.

His explanation was not accepted, and he was formally charged with breaching the terms of his Sexual Harm Prevention Order and his suspended sentence.

In court, Judge Warnock addressed the seriousness of the breach, emphasizing that any violation of the court’s orders would not be tolerated.

The judge extended McNeil’s suspended sentence for an additional two years, effectively reinstating the original sentence with a new start date.

Additionally, McNeil was sentenced to a 12-month community order, which included a requirement to participate in up to 20 days of rehabilitation activities aimed at addressing his behavior.

During the police raid on January 5, 2017, officers discovered a disturbing collection of 179 child abuse images and videos stored on McNeil’s laptop.

The material depicted children as young as four years old, with 16 of the videos classified in the most severe categories of abuse.

Among the most disturbing items was a 79-second video showing a woman on the toilet, filmed covertly using a hidden camera.

Further evidence included two videos filmed by McNeil himself, one showing his face before he followed a woman on Lord Street in Liverpool city centre and filmed up her skirt, and another capturing a woman sitting on a toilet inside an industrial building.

McNeil faced multiple charges, including five counts of downloading and possessing indecent images, two counts of outraging public decency, and one count of voyeurism.

His actions have sparked outrage and concern within the community, highlighting the importance of vigilance and strict enforcement of laws designed to protect vulnerable individuals from exploitation and abuse.
