    In a disturbing account that has sent shockwaves through the community, a teenage girl from the Black Country has come forward to detail her harrowing experience of being viciously raped in broad daylight by Dean Hammersley, a man under police surveillance, in Birmingham city centre. The incident took place in June 2010, but the victim only recently decided to break her silence, driven by the need for justice and a desire to prevent similar tragedies from happening to others.

    At just 16 years old, the girl was walking along the busy Bull Street area when she encountered Hammersley, who was five years her senior. Their initial meeting had occurred a year earlier in a location affectionately known as ‘Pigeon Park’—the grounds of St Philip’s Cathedral on Colmore Row—and another popular spot called ‘Fasties,’ situated at Lancaster Circus. The girl and her friends had nicknamed Hammersley “Creepy Dean” due to his unsettling behavior, a moniker that would prove prescient.

    According to her account, she was in the process of buying an ice lolly when Hammersley approached her. He suddenly began to kiss her, and despite her protests, claiming she had a new boyfriend, he forcibly bundled her into nearby bushes. The girl recounted her terror as Hammersley, who was notably larger than her, ignored her pleas and pushed her into the shrubbery. She struggled to free herself, but his size and the look in his eyes made her feel helpless. The assault lasted approximately five to six minutes, during which she was raped.

    After the attack, Hammersley callously dismissed her, telling her, “Now clean yourself up, you dirty slag.” His words, delivered with cold indifference, left her shaken and devastated. Following the assault, he walked her back to Pigeon Park, handed her a cigarette, and told her to “Smoke that, it’ll calm you down.” The girl, overwhelmed with emotion, ran to her friends and recounted what had happened, crying and visibly shaken.

    It was only six months later that she summoned the courage to report the incident to the police. Her decision was influenced by a televised reconstruction of a rape case on Crimewatch, which made her realize the importance of taking action to prevent Hammersley from harming anyone else. She expressed her fears that, despite being under police surveillance, Hammersley had gone unnoticed in the area, which was regularly patrolled by officers. She emphasized her frustration that he was known to her and her friends as “Creepy Dean,” yet he was able to carry out the assault in a public, crowded space.

    Hammersley, who hails from Redditch, Worcestershire, was already on license at the time for previous offenses. His parole conditions explicitly prohibited him from contacting anyone under the age of 16. Despite these restrictions, he was able to approach and attack the girl in a location bustling with pedestrians and security cameras. The victim described her encounter with him as terrifying, noting that he had a sinister look in his eyes and that the assault was unprovoked.

    In June 2012, Hammersley pleaded guilty to one count of rape at Birmingham Crown Court and was subsequently sentenced to 34 months in prison. He was also ordered to register as a sex offender for life. The girl, now 18 and studying for her A levels, has spoken out publicly to highlight her ongoing struggles. She revealed that she suffers from nightmares and panic attacks, which have severely impacted her ability to visit Birmingham city centre. Her primary concern is that Hammersley, who is due to be released soon, might reoffend if not properly monitored.

    She expressed her disappointment that, despite his known history, Hammersley was able to mingle freely with young girls in Birmingham. She recounted how he would ride around on his BMX bike, hanging out with groups of children and teenagers, some as young as ten. Few people knew much about him beyond his origins from Redditch and his residence in a hostel in Birmingham. His nickname, “Creepy Dean,” was well-earned, she said, as he had a reputation for trying to approach girls and exhibiting unsettling behavior.

    The victim also voiced her concerns about the broader environment in Birmingham city centre, where she believes there are many dangerous individuals lurking beneath the surface. She described how she initially sought refuge in the area during her teenage years to escape familial conflicts, only to discover that it was a hub for drinking, drug use, and predatory behavior. She recounted how older boys and girls would pretend to be older to gain access to the scene, creating a potentially hazardous environment for impressionable youths.

    Her story serves as a stark reminder of the importance of vigilant police monitoring and community awareness. She hopes that by sharing her experience, other victims will feel empowered to come forward and seek justice. Her message underscores the need for improved oversight of known offenders like Hammersley, who, despite their criminal pasts, continue to pose a threat to vulnerable young people in the area.
