In a disturbing incident that took place in Lochgelly, a man named David Scott-Wilson was caught engaging in inappropriate behavior on his balcony, which was witnessed by a young girl and her mother, Kerry Rafferty. The event unfolded as Rafferty was in the process of preparing her five-year-old daughter for school at their home. She recounted that she noticed Scott-Wilson, aged 69, standing completely unclothed on his balcony. Her immediate reaction was to act swiftly to protect her child. She pulled her daughter out of the room to shield her from the sight and then took photographs of Scott-Wilson to document the incident before promptly calling the police for assistance.

According to reports, Scott-Wilson admitted to committing a public indecency offence during a court hearing at Dunfermline Sheriff Court. He was sentenced to serve 36 days in jail; however, it was revealed that he had already served this time while on remand. Following his sentencing, Scott-Wilson was returned to prison to complete a separate sentence for a different offence after being released early. The case drew significant concern from Rafferty, who expressed her horror at the actions of Scott-Wilson and voiced fears about the possibility of him reoffending. She described her initial reaction, stating, "I turned away to begin with but when I turned round it, looked like he was touching himself. I grabbed my daughter and I pulled her out of the living room. I ran into my bedroom which looks out over his property and I could see what he was doing so I started taking pictures. I called the police. He was still on the balcony while I was on the phone. Eventually he bent down and pulled his pants up."

Rafferty also voiced her concerns about her daughter's safety, questioning whether Scott-Wilson had been watching her for some time. She expressed her worry that her daughter should be able to undress without the fear of being watched, emphasizing the potential danger posed by Scott-Wilson's actions. The incident was reported in the Scottish Daily Record on October 21, 2017, highlighting the seriousness of the case and the ongoing concerns about public safety in Lochgelly.
