This prompted further investigation, which uncovered that, on November 15, 2021, Pupil B’s mother reported that her daughter, who had recently left the school, had been involved in a sexual relationship with Phillips since July 2021. The panel’s findings confirmed that Phillips had followed Pupil A on Instagram, sent her photographs, and made suggestive comments that implied a sexual interest.
Further evidence revealed that Phillips communicated with Pupil B through various digital platforms, including email, Instagram, and Snapchat. These exchanges involved the sharing of explicit images and sexual acts, including digital penetration, on multiple occasions. The panel documented that Phillips made flirtatious remarks such as “ur a secret,” and at times, made physical advances, including kissing, touching her private parts, and instructing her to wear looser clothing to facilitate sexual activity. Notably, Phillips explicitly asked Pupil B to “s**k me off,” an act she performed, and they reportedly had sex on two separate occasions.
