BARRY STARR BREACHES SEX OFFENCES ORDER IN LITTLE BILLING, NORTHAMPTON
In August 2013, Barry Starr, a 65-year-old man residing on Manorfield Close in Little Billing, Northampton, found himself back in legal trouble after violating a court-imposed restriction related to his previous convictions. Starr, who had been convicted of serious sexual offenses against young girls, appeared before Northampton Magistrates’ Court to face charges of breaching a sexual offences prevention order that was put in place following his earlier imprisonment.The court heard that Starr had been sentenced to four years in prison in February 2007 after he was found guilty of abusing three girls under the age of 13. The abuse involved making the young victims perform oral sex on him. During the proceedings, Starr claimed that his actions were part of an attempt to 'educate' the girls to prevent them from becoming pregnant, a statement that drew significant concern from the court and the prosecution.
As part of his sentence, Starr was subject to a sexual offences prevention order, which explicitly prohibited him from having unsupervised contact with any child under the age of 16. The order mandated that he could only be in the company of minors if accompanied by an adult aged at least 25 years old. This restriction was designed to prevent any further abuse and to protect vulnerable children from potential harm.
However, on March 31 of this year, Starr was accused of breaching this order. It was alleged that he spent time alone with a girl under the age of 10, without any adult present to supervise the interaction. The breach was serious enough to warrant his arrest, and upon being taken into custody, Starr admitted to police officers that he had indeed violated the terms of his sexual offences prevention order.
Details of Starr’s criminal history reveal that in 2007, he pleaded guilty to six separate charges of sexual assault and inciting a child to engage in sexual activity. These offenses occurred between June 2005 and July 2006, involving the abuse of young girls under the age of 13. His actions and subsequent convictions highlight the ongoing risks associated with individuals who have a history of sexual offenses against minors.
Following his breach, the magistrates declined to proceed with sentencing and instead referred the case to Northampton Crown Court. A formal sentencing hearing is scheduled to take place in September, where the court will determine the appropriate penalties for Starr’s violation of the court order and consider his criminal history. The case underscores the importance of strict enforcement of restrictions placed on convicted offenders to safeguard children and prevent further abuse.
